CITE is a platform for testing and evaluating products and systems that will support the growth and transformation of the U.S. city into the 21st Century.

Technology, the environment and global urbanization define our world. CITE, the Center for Innovation Testing and Evaluation, is a bold vision for a new research platform, one that provides a venue for addressing challenges the world will face through the complexities of urban environments, energy systems, and communications networks—issues most effectively evaluated at full scale. The vision for CITE combines scale with integrated test and evaluation facilities through the transformation of a 22 square mile land holding in New Mexico into a serviced laboratory environment.

Perkins+Will is the lead master planner of this unique facility, including designing CITE’s prominent City Lab, a full-scale, fully operational model city. City Lab will serve as a platform for city-based research by providing an uninhabited legacy city environment based on a statistical representation of typical development patterns in U.S. cities. This lab will embody the conditions of a city’s form, structure and composition. Like cities though, the City Lab is a living organism, adaptable to change for research and adaptable to reflect changes in our built environment generated by researching cities.
